It is my pleasure to welcome you to the International Conference on Integrated Flood Management Strategy. We are thrilled to host this significant event, bringing together experts, policymakers, practitioners and stakeholders from around the globe to address one of the most pressing challenges of our time. In the face of the impacts of climate change leading to rising sea levels, increasing intensity and changing pattern of rainfalls, coupled with rapid urbanization, it is crucial that we come together to formulate effective flood management strategies to cope with extreme weather events which become more frequent and intense than ever before.
The theme of the conference “Integrated Flood Management Strategy - building an adaptive and resilient city to safeguard the public against flooding under extreme weather” underscores our shared goal of developing strategies that not only mitigate flood risk but also enhance resilience of our city. This requires collaboration across various sectors.
This conference serves as a vital platform for sharing knowledge, experience and innovative solutions. Our agenda is to feature a diverse lineup of distinguished speakers and panel discussion moderators, including government officials, experts, researchers, industry practitioners and stakeholders who will share their insights on a wide range of topics related to flood management strategy.

This conference also marks the 35th anniversary of the Drainage Services Department since its establishment in 1989, with a vision to provide world-class wastewater and stormwater drainage services enabling the sustainable development of Hong Kong.

About the Conference
The International Conference on Integrated Flood Management Strategy (the Conference) which is jointly organised by the Drainage Services Department of the Government of the Hong Kong Special Administrative Region and the Hong Kong Institution of Engineers – Civil Division.
Theme of the Conference is “Building an Adaptive and Resilient City to Safeguard the Public against Flooding under Extreme Weather”. It aims to promote the integrated strategy on flood management with a viewing to enhancing flood adaptation and resilience for the city, along with how the industries can contribute to strengthen the city’s capability to cope with the more frequent and intense extreme rainfall events due to climate change. It will bring together business leaders, policymakers, hydraulic experts and academia from different corners of the world to exchange their insights and experiences on enhancing flood adaptation and resilience for the city, along with how the industries can contribute to strengthen the city’s capability against flooding under extreme weather.

Drainage Services Department (DSD)
The Drainage Services Department (DSD), established in September 1989, is a works department under the Development Bureau of the Government of the Hong Kong Special Administrative Region. Notably, the DSD also falls under the Environment and Ecology Bureau regarding sewage matters.
With the vision to provide world-class wastewater and stormwater drainage services enabling the sustainable development of Hong Kong, the DSD has been striving to upgrade sewage treatment and flood protection levels in Hong Kong. In coping with the more frequent and intense extreme rainfall events due to climate change, the DSD is adopting a more pre-emptive and strategic approach in enhancing flood adaptation by continuously implementing various large-scale projects and strengthening resilience for the city, with protecting people’s safety as our priority.

The HKIE Civil Division was founded in 1979, four years after the HKIE’s establishment by ordinance. It was a time when the city’s development had accelerated with the influx of immigrants from China and the expansion of the manufacturing sector.
With the dedicated hands of our Committee, the Civil Division has grown to become the largest division within HKIE, with a current membership of over 9000. We are proud to be Civil Engineers with the extraordinary achievement our industry has made as a whole.
With the recent boost of upcoming infrastructure projects, our Civil Division will continue to uphold the integrity and status of Civil Engineers by developing and promoting our professional, technical and ethical standards locally and internationally.
