Exploration of Flood Safety Conditions and Strategies in the Guangdong-Hong Kong-Macao Greater Bay Area
全球變暖氣候變化背景下,珠江流域極端天氣水文事件頻發重發。粵港澳大灣區位於珠江流域下遊三角洲地區,戰略地位十分重要。特殊的自然地理環境和洪水資源稟賦,決定了大灣區水安全問題需要強化流域“四個統一”管理應對與保障。針對粵港澳大灣區水文情勢特點和水安全現狀,分析氣候變化影響趨勢及新時代防洪潮安全風險挑戰。提出落實新時代防災減災理念,強化監測預報預警、韌性工程建設和“四預”防禦工作體係等綜合防洪管理措施和建議。

Biography
Mr Ramsbottom has over 35 years’ experience in flood management and has been involved in a wide range of projects including flood management planning, flood modelling and mapping, flood risk assessments and the development of flood alleviation schemes. He has extensive experience of structural and non-structural measures to reduce flood risk including major engineering works, nature-based solutions and measures for individual properties. He has led the development of flood management plans including London and the Thames Estuary (the “TE2100 Plan”) and national plans for Bulgaria and Moldova. He has developed flood management strategies to tackle climate change and is working with DSD and AECOM on integrated flood management in Hong Kong.

Biography
Dr. Bas Kolen focuses his work on flood risk management, emergency management, climate change and possible adaptation strategies. He combines an engineering perspective with a financial perspective in his work. Recently he worked for the Dutch Government to assess of the sustainability of current flood risk management strategies with regard to climate change and sea level rise and possible long term strategies to adapt (protect, advance, retreat). He also developed pathways for cities to adapt for extreme rainfall and developed a risk based policy for land use planning used for urban planning. He worked 25+ years on flood risk (research) projects for the Dutch Government, Water Boards, Safety Regions and International Clients in the United Kingdom, Romania, Czech Republic, Japan, France, United States of America.

Biography
Dr Stocchino graduated in 1998 at the University of Genova (Italy) in Environmental Engineering. In 2001 he obtained a PhD in Hydraulic Engineering at the University of Padova (Italy), after having spent two years at the Florida State University as visiting researcher. Soon after the end of the PhD, he obtained an appointment as Assistant Professor at the University of Genova and then, as Associate Professor in 2015. Since 2020, he is serving as Associate professor at the Civil and Environmental Engineering Department of The Hong Kong Polytechnic University. He coordinated several European research and Cooperation Projects on hydrological flood risk and marine pollution. He is currently the Principal Investigator and Co-Principal Investigator of large research projects funded by the Research Grant Council of Hong Kong, primarily, focussed on coastal monitoring and flood risk management.

Biography
Ms. Eva is passionate about promoting participatory development and community resilience. She has been actively involved in humanitarian development, including disaster relief and preparedness both locally and internationally, with international NGOs. She is the Chairperson of the IFRC Asia Pacific Community Resilience Community of Practice and Co-Chair of the IFRC Disaster Risk Reduction Working Group, focusing on research and development relating to community resilience, urban development, disaster risk reduction and climate change adaptation.

Biography
Mr. Clement Hau is the Chief Underwriting Officer at Zurich Insurance (Hong Kong), where he oversees the underwriting and governance of general insurance products. With over 20 years of extensive experience in the insurance industry, his expertise spans from underwriting, insurance operations, sales and distribution, to risk and analytics.
Before his promotion to Chief Underwriting Officer in 2024, Clement held several senior positions within Zurich Insurance (Hong Kong). He served as the Head of Retail Services, where he was responsible for the retail property and casualty (P&C) businesses. Prior to that, he led the Retail Business Center, Distribution Hong Kong, focusing on enhancing the company’s distribution models and developing go-to-market strategies for various lines of retail general insurance.
As an industry veteran, Clement actively contributes to the insurance community. He has held multiple public posts, including Chairman of the Hong Kong Federation of Insurers’ Fire Insurance Association and a member of the General Insurance Council since 2019. Additionally, he has been a Committee Member of the Insurance Industry Training Advisory Committee (ITAC) hosted by the Education Bureau since 2020.
Clement holds three master’s degrees: a Master of Applied Business Research, a Master of Science in Fire Safety Engineering and a Master of Science in Actuarial and Investment Science.
